Product management headhunters in Dubai are paid by the hiring company, and they only get paid when you land the role, so a good one has every reason to introduce you to the right people.
A headhunting firm helps organizations hire niche talent that they find hard to spot on their own. The fee is typically 30% to 50% of the candidate's annual salary, paid by the employer. That makes the firm heavily incentivized to put forward a candidate who actually gets selected for the final role.
For a product manager, this is the most useful thing to understand about the process. If you know which firm hires for which company, you know whose inbox to get into.
Headhunting firms usually specialize in either an industry or a function. Global players like Michael Page organize themselves by function (sales and marketing, technology, procurement) and know the chief product officers and chief technology officers across many companies.
Then there are firms like Discovered that specialize in one niche, such as product management. They work only the product market, so their recruiters know the hiring managers, the team structures and the salary bands in detail.
Dubai is a market of choice for many of these firms. They are always hiring for product talent from junior roles up to CXO level. Each has its own hiring pattern and works with specific recruiters. Their clients are confidential, but at times they do disclose who they work with.
Founded in 2016 by Mark Carson, Discovered focuses on digital and technology hiring in the Middle East and positions itself as community-led rather than transactional. Its team of around five consultants works only on product management roles, mainly in Dubai and Abu Dhabi.
Two LinkedIn posts show who it works with: the Department of Health, Abu Dhabi, where Mihai Sava leads product, and Mal, where David Henry is Chief Product Officer. Their CXOs are in close touch with the Discovered team.

Knowing the firm and its clients turns a cold application into a warm introduction. Here is a simple way to work it:
The firms above are a starting point, not the full list. On ScouterZero we track product manager hiring posts in the UAE with direct contact details, so you can reach the hiring manager or the recruiter without guessing. More firm breakdowns are coming.
The hiring company pays the fee, typically 30% to 50% of the candidate's annual salary. That is why recruiters are motivated to place candidates who will be selected for the final role.
